Ontopic:

 

1. Delete game from Steam.

2. Delete your GTA IV Folder (your savegames are safe in My Documents)

3. Install it again

4. Now it should be a totally fresh install and everything should work.

But then how do i like reset the menu to normal.Like disable the stuff i did.(God mode etc.)

The manual is included in the download. To toggle a function, simply choose the option again.

I know but.I dont want to keep looking for everysingle thing.How can i just make things "Default"
