ELS is Emergency Lighting System, can only be used with ELS enabled cars. It not a texture nor is it for textures. It makes the lights on the emergency vehicles look more realistic.

SparkIV is not for editing cars.

It is for importing many different GTA IV files, examples: Different modded cars, weapons, sound effects, pedestrians outfits, ect.
