Have you searched for headlight, or "color" in visualsettings.dat ? I know that the color settings is called headlights.color or something. 

 

EDIT: Since you're using ELS, is there a setting in the ELS files? Looked in the manual?

I looked through this caught my eye

car.headlight.emissive.on 5.00

The value was at 20 so I changed it and no difference. I will look into headlight

Here is the whole vehicle settings:

car.headlight.color.red 1.00

car.headlight.color.green 1.00

car.headlight.color.blue 0.80

car.headlight.intensity 3.00

car.headlight.falloffMax 20.00

car.headlight.outerConeAngle 50.00

car.headlight.emissive.on 5.00

car.headlight.emissive.off 0.0

Edit: Checked ELS settings, didn't see anything, will check the manual.

Figured it out.

#config values for vehice settings

car.headlight.angle -0.20

# car.headlight.color 1.00 1.00 0.80

car.headlight.color.red 1.00

car.headlight.color.green 1.00

car.headlight.color.blue 0.80

car.headlight.intensity 2.00 <--changes headlight shine. changed from 3 to 2.

car.headlight.falloffMax 20.00

car.headlight.innerConeAngle 20.00

car.headlight.outerConeAngle 40.00

car.headlight.emissive.on 20.00 <---changes HEADLIGHT intensity, not headlight shine.

car.headlight.emissive.off 0.05
