I figure its in the visualsettings.dat but not sure what line. After installing els8 from v6 my headlights are like 10x more powerful then any other car on the road. Not to mention the brights.

Have you searched for headlight, or "color" in visualsettings.dat ? I know that the color settings is called headlights.color or something. 

 

EDIT: Since you're using ELS, is there a setting in the ELS files? Looked in the manual?

I looked through this caught my eye

car.headlight.emissive.on 5.00

The value was at 20 so I changed it and no difference. I will look into headlight

Here is the whole vehicle settings:
