First of all, thank you so much for your awesome work, i really like this mode.

My suggestion is that every class of cops have it own callouts, it's funny that you spawn as an FBI and you recieve a callout about hobos causing troubles lol, while the job of FBI is to arrest most wanted criminals. Same for N.O.O.S.E, they should only be called if there is terrorists attack or gang activities. That will make N.O.O.S.E and FBI choosed more often, so what about an unlocking system? you only get powerful class after you complete a number of callouts with the previous class, here an exemple:

LCPDs: nothing required

N.O.O.S.E: 50 callouts completed with LCPDs

FBI: 50 callouts completed with N.O.O.S.E

You do not play as the FBI, it's the FIB. 

A progression system has been suggested several times before, and it has been discussed widly. It has been deducted that it just won't work and that it doesn't make any sense for this mod.

Also, the general idea for LCPDFR is to play as a beat-cop, not special forces or federal agents.

LCPDFR's concept is above anything else to put you in the shoes of a day to day patrolman. While support for you to play as a NOOSE or FIB player model exists, it's not widely used for that purpose. For most people. it's no different than simply putting on a different outfit when you go to the police station to start your game. People often use these slots for 3rd party modifications. As an example, my LCPD officers are left alone, but the ones that would normally appear only in the jail or armored truck cut scenes I use for a fictional Sheriff's department by changing their outfits slightly. FIB and NOOSE models are ones I use for unmarked police cars after changing their outfits slightly as well. To do what you're suggesting is a nice idea for a game, but it would completely shift the focus of what LCPDFR is about and how it functions. I think it would be best making an individual SWAT mod for GTA IV if this were to be some that was widely desired.
