ELS lights remove vanilla bloom?

GTA IV's vanilla bloom system is hideous, I am wondering if it would be possible to keep the bright lights, but remove the bloom effect that the lights give off (cross shape)

You could probably take an ENB's bloom effects

As far as I'm aware, editing the 'lightsemissive' section in the Visual settings will reduce the bloom however, the brightness will go with it. 

 

If I were you I'd experiment with some Timcyc mods like this mod.

I think you should DL EditIV so you can edit the vanilla timecyc & put bloom value in all weathers to 0. I think this should leave it just bright, but I never tried.
