Ok, so I am new to this entire LCPDFR thing.

So, once I install LCPDFR, do I need to install cars too or are there default cars?

Also, to have lights and sirens, do I need ELS installed?

And finally, how would I mod the lights so they can go in a pattern I choose?

You don't need to add anything. Adding extra things increases the chances of having a non-working copy of the mod.

In order to get extra lights, you would need new cars and ELS (Emergency Lighting System). It's a mod.

Use keys for els to change: U (primary) I (Warning) O (Wag And LAg) For regular lighting modes that are included in LCPDFR, Hit numpad /

To avoid conflictions with LCPDFR, its advised you change the keys of ELS to ones that LCPDFR doesn't use.

For instance, mine is:

Primary Lights: Numpad 3

Secondary: Numpad 1 ( Need to change this, conflicts with car megaphone)

If you download ELS version 6, you can press ALT+M to bring up the ELS menu. Then press U to change primary light pattern and I to change secondary light pattern. Hope this is what you were looking for.

Sort of.. now my question is how to put the lights on the car like say I wanted a lightbar on a crown vic and 2 flashing lights on the back. How would I mod that?
