Yeah it's a really nice way to make it like that. I used a halogen rotator and led lights like that on my NYPD police cars with the FS Vision SL. White lights rotating, while the middle pod, and the 2 center pods flash when extra1 and extra2 gets enabled.

 

As for the 2nd video, if it's a scam, he made it like, opening the doors in zmodeler and enabling els; or he's not using els at all, but a script that either uses sprites to imitate lights; or he wrote a script that makes the indicators flash like that (2 flash on left, 2 flash on right). This way the doors would even work properly.
