Hey, when i start patrol(ALT+P), and when i go to outside i see only taxi cars, and police car, there is any fix for that?

It is a bug because your cars are too high poly. Download Traffic Flow and decrease the vehicle density and the taxi bug should be gone.

Really? A better PC is a fix for the bug? That is new to me.

I thought it is just a failure of GTA because when I installed some low poly cars it worked better than before with high poly cars. There were taxis but the traffic was like the traffic when you don't have mods in your GTA.

For me the bug appears whenever I install a car with more than 25.000 polys.

OP: You can also create a file called commandline.txt and enter the following content: 

-renderquality 0 -shadowdensity 0 -texturequality 0 -viewdistance 0 -detailquality 0 -novblank -norestrictions -percentvidmem 100 -minspecaudio -novsync -renderquality 0 -frameLimit 0 -nomemrestrict

If that works better, try this instead:

-novblank -norestrictions -percentvidmem 100 -novsync -frameLimit 0 -nomemrestrict

If that makes it worse, revert back.

 

These commandlines will improve GTA IV memory and FPS.

I used these commandlines, but my GTA says it exceeds memory, then result to crash. I have memory/dedicated memory of 2120 MB.

Actually, even with a NASA PC you'll still run into the bug sooner or later. Go ahead and install this mod, it'll fix the spawning issue:
