Problem with ELS Lights

So when I step out my police cruiser this is how my ELS lights turn out. I found a solution which is staying in my car for about 20 seconds after I've stopped it and the ELS lights would appear to be normal but you know.. nobody wants to wait 20 seconds every time they want to get out their cruiser. I also tried a CLEAN GTA only with ELS v6 and LCPDFR and it still was like this.

Still not working with ELS v7 and I've used many different cars such as NYPD vehicles, SPD vehicles, LAPD vehicles and it wouldn't seem to work.
