Why is it that the laptop is more powerful then Desktop?

Mostly the Desktop is more powerful, and your desktop has more higher specs then your laptop. 

 

Try this... Start type Run and click on the run that is listed, then a tab opens and type MSCONFIG. go to the boot tab, then click on the "advanced Options" Another tab will open. then off click "number Of processors. if it already off click then good, if it is clicked then off click and restart your PC.

That is VRAM, dedicated video memory used & available.

 

As you didn't mention graphic cards in your specs (& reading those low VRAM values), I assume that both computers have integrated graphics.

Maybe the laptop one is better than the desktop one; for sure it has more memory =)

Man, are you using some commandline for the GTA IV on your laptop? If yes, try removing it, or it's "-availablevidmem" line... If that line is set in 2/3/4 or whatever, the GTA will show you fake available video memory... 

Anyway, your laptop may shows more memory but it doesn't means that's better, not if it's an integrated video card (for exaple: my laptop shows 762MB of available video but it gives only a 120 total aprox.) and if your desktop PC shows even less video memory than the laptop, it may run GTA IV much better cause it's better all hardware...

That tweak is only for windows startup.

I'm not using a commandline on laptop. And number of processor are "off" clicked. I thought that all desktops are better then laptops. Obviously not. 

APU's haven't been around very long, where as the 4000 series of AMD GPU's are very old. They're both **** either way, but because the integrated GPU on it's own is considered better, the laptop may have higher details settings preloaded by default. It's still going to suck, no matter what the settings are, though. Not only does that laptop not have a dedicated graphics card, but it doesn't even meet the minimum requirement for CPU speed.
