I have searched in the user manual for how to toggle Lethal force/Noose vs Police helis/etc to bring up the chase menu you press F8 but how do you use it...?

After pressing F8, you use the arrow keys to navigate the menu and press enter to select the highlighted option.

See, my arrow keys steer my car (I prefer W, A, S, D) but I can't find where to disable the arrow keys, so I never get to use it :(

The up and down arrow keys control the menu; if they are controlling your car, you can remove those keybinds in the controls settings. You can't disable, as far as I know, the right and left arrows controlling the steering, though.
