Can someone make it so it can have the same weather and time of day like it has not the trainer like a freeze time kind of thing

Why don't you want to use the trainer? It has those options.

I don't think the trainer does that. 

I need something that won't slow the game I'm a fan of rain and night lol

SNT doesn't slow down the game, atleast I haven't noticed that. 

Trainers shouldn't slow down the game unless you have a really terrible PC, and even then it would most likely be a result of other mods that some people can't run (ENBs, High Poly Car Mods, etc).

 

Most trainers have an option to sync to real time, which actually goes off of the time on your PC. But something syncing it to the actual weather in your area isn't possible because there's no way for the system to know about it.
