Let's begin by stating what everything in the pack does!
             gtxd.img
                 -Modified street textues. Original look to the roads but they have been modified so you won't get random lag spikes!
             Timecyc.dat
                 -Lowers the ingame view distance to help run GTA IV better!
             Commandline.txt
                 -A mixture of commands to help GTA IV run faster!
             Contig.exe
                -A program that basicly compresses your GTA IV directory so your computer can handle it better!

Let's review my POS Laptop!
         OS: Windows 7 Home Premium
         Processor: AMD E-300 APU 1.3ghz
         Graphics Card: Radeon HD 6310
         Memory: 5Gb

Update: Forgot to mention. I can run GTA IV in multiplayer to an extent! Before this tweak i never could touch multiplayer!

Now let's begin boosting our performance!
             1) Open GTA IV an set your Video Mode to its lowest possible setting (Don't worry we will make it bigger!).

             2) Open your GTA IV directory & the .RAR file

             3) Extract the everything from the .RAR file to your directory.

             4) Open up "Commandline.txt" find "-width" Make it any resoultion your desktop supports (1024, 1280, 1366, ETC.)

             5) Open up "Commandline.txt" find "-height" Make it any resoultion your desktop DOES NOT support (679, 700, 836, ETC.)

             6) Right click on "Contig.exe" and click "Send To Desktop"
             7) Right click the Contig shortcut in your desktop, Select Properties.
             8) Make sure the "Target" is NOT highlighted. Then push space & add -s
             9) Run the contig shortcut then lauch GTA IV! Enjoy!

Sure will! If you look at my Specs you can see it shouldn't be able to run GTA IV but i am playing atleast around 13-17FPS better than a hole ton of lag at like 9FPS!

i have a 1x2 inch window, cant see anything

Did you edit "-width" & "-height" in the commandline?

Be sure you edit it other wise because nothing is there the game won't know what resolution to put the game in.

1) In game put the resolution to it lowest.

2) Edit the "-width" in the commandline to a supported desktop width (1024, 1280, 1366, 1980, ETC.)

3) edit the "-height" in the commandline to a NON Supported height (539, 783, 829, ETC.) 

Just make sure to not put a resolution supported by GTA IV other wise when you start the game it will change to that resolution and not the game will not think it is in the lowest resolution.

i didnt edit anything, i will try that.  i was getting my backround screen with this tiny gtaiv screen

 

 

** i dont know lol, know matter what i do i have a lag. i honestly think its LCPDFR 1.0 causing this

Make sure you are NOT putting a supported resoultion other wise GTA IV will be put in that resolution.

-Make sure the in-game resolution is at its lowest possible.

-Open up "Commandline.txt" 

-Delete Everything

-Paste This in there

-norestriction

-nomemrestrict

-availablevidmem "1.1"

-percentvidmem "100"

-framelimit 0

-windowed

-minspecaudio

-width 1024

-height 700

In the spoiler above is the commandline I use to have very little lag I have a really low end PC, so I can't remove all my lag but I can reduce it. Try my commandline and see if it helps!

I decided to add this, cause I thought "A little more fps couldnt hurt" And now It crashes my game when I teleport or walk out of the apartment.

I guess I should of listened to that person who said "If it ain't broke, don't fix it". 

Your game shouldn't be crashing cause of this. It has never crashed me yet.

Probably conflicting with my enb or something. Thanks posting this though xD.

Never used an ENB but if it came with a Timecyc it could be that cause this tweak is a timecyc just for performance it has nothing to do with making the game look good.

It should work fine with an ENB, i still have mine in and havent crashed! But i also didnt use the timecycle file bc i like the one i have. But i do have two questions, if my native resolution  is 1600 x 900, what should i set my height to bc it still is in 800 x 600 when i put 1600 x 836 in the commandline? Last do i have to only run the Contig.exe one time, or every time i want to play?

I didn't see this just saw it as i reread over the topic. So your saying the game is playing in a 800x600 window? The game is going to say it is in 800x600 however when you edit the height and width it will be in a higher resoultion. 

As for the contig run it every time before you play to get the best results!

when you say push space and enter -s where exactly do you put it?

When the contig.exe file is in your directory, Right click it and send it to your desktop. Know right click the shortcut on your desktop and go to properties were it says the file location at the end ad the -s
