You could buy a decent desktop PC along with a wireless networking card to allow you to access WiFi, since you don't have a wired connection into your router. As for parts, I'm no good with that but, this site is great for it. Good luck in your decision! :)

Dude for a good gaming laptop u will need to spead alot more then $800. Lets just say more on the lines of $1500 might get good frame rate in GTA IV. But if u went for a desktop looking more at $800-$1500 range if u build it your self. Here's good system that will good frame rate for its price.

Total with Optional Extra's = $1650 without extra's = $1449 The system will give good avg of 60 fps in GTA V maybe little more which is good. GTA IV is healy CPU usage game. If you OC the CPU to 4.2ghz you'll get probly another 15-30 FPS extra. Just need after market cooler to do that.

 

To get kinda same results with a Laptop you will need something like this:

 

Asus V551LB-CJ094P 15.6" Touch i7 Windows 8 Pro Notebook $1,479 (more then likely desktop still more powerful in it own way)

 

Downside to laptops there all come out with slow as Harddrives 5400RPM which be waiting forever for gta iv to load or the OS for that fact. A game like this will make the laptop get hot really quick unless in a/c room you will found it will crash alot with errors. Anything under this you will have poor frame rate and gta iv will not be fun playing it under 60 FPS. Just a thought.....
