I just read through the documentation about 1.0, yet is see nowhere where it tells how to use the "quick wheel" or how to mute the siren but still have vehicles pull over. any one know, or am i just stupid

    Not to be a smart ass or anything, but I just had a quick look through the guide. Below are the keys you asked for:

    As mentioned above, the siren modes are currently causing crashes on some vehicles (most likely the one you recieve when going on duty). 

    Invenio, Investigatio, Imperium
