What going on guys. Here's a story.

 

 

So, since DAY 1 I have has poor graphics. YET on paper it's good with 8GB RAM , i5 ,AMD Radeon HD 6570. But I'm not saying there amazing parts but I expected better. What am I doing wrong all my drivers are updated I don't get super 20 FPS on a raw game (NO ENB's) so wtf like I really did think I'd get better Any programs? (Used game booster ,it's a no-no, have MSI afterburner and I up my fan speed should I be doing something else) Overclock? Best commandline?

Well first. I mentioned the first two things you said already.

 

Not poor graphics. Just lag (FPS)

Try this commandline:

Here's how I look at it. Your quality and efficiency of taking screenshots depends on your frames. It would take forever to actually focus on something in the game if you have no frames. 

 

For the quality of the screenshots, try putting up some of your video settings when you press Esc in game (such as water settings and view distance). If you add that commandline in, you should be able to get a bit more frames which will hopefully make the pictures a bit better.

No problem. All I would suggest is try the commandline by pasting it into a text document and naming it "commandline.txt" without the quotations, then putting it into your main GTA IV directory. You should be able to get a bit of more better frames and hopefully be able to get some of those graphics settings up and get some better screenshots. 

The graphics card's garbage, that's what's doing it to you. No amount of tweaking will make the FPS any better, you just have to lower your details or upgrade your graphics card.
