Does anybody have or know of a ast police car pack.

If you join the Alaska State Troopers clan you'll be given the pack. There are no other packs, all AST packs are issued with passwords and each download will only work once.

As there are 3 police agencies that use the acronym AST and another one that could be called AST, you're going to need to be more specific.

Yes, but the models are accurate. Just open up an image editing program and edit the skins.

I don't know how to do that.

Then go and request someone else to do it for you or learn how to use such editing programs.
