and replace that line with:

No. It goes though the 3 lighting stages.

Then I have no idea what could be wrong. I've searching the forums like crazy, and all of the things I have posted here is what I have found. Maybe someone else on these forums can come up with something.

Already tried reinstalling twice. Yes, I am using that version.

You're not running any conflicting software in the background? Something that would 'lock' the keys you need? And it's a legal copy of GTA IV, right? (just checking)

I only run Skype and/or Teamspeak. It's not any legal-er than you can get.

Long shot: Some keyboards have a "gaming-mode", where system keys are disabled. You do not happen to have such a function on your keyboard?

Yes, it is. I tried it both with and with out gaming mode on.

Yea, I read it like 200 times lol

Just had to ask... This is frustrating. 

Alright it may sound like a joke but download a fresh els.ini and els.asi, and replace this new one with your old one. I had this problem on my Windows 8.1 and this easily solved my problem. Hope this solves your problem :D

Trust me, I already did. :P

Change the combo key. Instead of using CTRL, use something like the / next to shift (key 191)
