how to fix it?

 

It's an issue with the vehicle model itself. There's nothing you can do about it unless you swap out those models for different ones. 

I have a problem of my own and cannot find a solution on the forum, when I try to install LCPDFR 0.91 I get this message

OT: Yeah, I'd suggest switching to a different model and dropping the author a PM saying it's broken.

As a modeler myself, the modeler of this vehicle could have accidentally forgotten to attach the lightbar model to the textures. In other words, he super glued the textures of the lights, but he forgot the model (the casing). Do you have a link to the vehicle so I could possibly test it out? And see if the same thing happens to me?

Same thing happened to me when I was using some CVPI models. When you are going away from models lights will appear above them.
