Go to your settings in the ELS.ini and set the following lines to a higher value (I have adjusted mine already, you can try and see if it helps):  

Els_Range_Pl = 400

Els_Range_Ai = 850
 
Should help with the spawning issues.

    ClearAiExtrasDist = 100 - i set these to 50 thinking it would help me to make ai  disappeared faster and now i still see them driving all over light on and every thing
