That's what I know from my time here.

But to be sure, I'd get an okay from an Admin.

If the vehicle is unlocked, I'm sure you're able to release it. If they wanted permission, they would probably lock it. That's how it works with every unlocked vehicle or part I've used. Unless they state in the description of the vehicle they require people to get permission, you don't need it.

like he said, generally if a vehicle or part is released unlocked your free to do what you wish with it. Modify it for yourself or for public distribution, as long as you credit the proper people I don't think you'd run into any issues. It might say in the readme the terms of use of the model but if someone released it unlocked you would assume they want you to modify and re-release. I can understand you wanting to just double check though, especially with all the theft lately
