I've got problem with Sgt.Kanyo's Realistic Tyme Cycle.

When the weather is good, everything looks good:

Yes unfortunately this is a known problem. The only way to get rid of this is by going into TLaD (part of EFLC) and turn the noise filter off. After you turn it off in TLaD, it'll be off in both GTA IV, and GTA TBoGT not just TLaD. If you don't have TLaD, I suggest DLing it, turning the noise filter off, and then deleting TLaD.
