I have been playing GTA IV on pretty much all the lowest settings in game, even though I have a good graphics card. (Geforce gtx 570) I have been experiencing unloaded, really smooth looking textures, and some buildings and roads tend to disappear and don't load unless I sit there not moving for like 30 seconds. I have tried using commandline with all appropriate settings, contig.exe file, and gamebooster but none seem to help...? can someone please help me on how to fix textures disappearing and not loading?

Are you using a traffic flow or traffic loaders? Also what mods do you have installed? 

I do have TrafficFlow installed. I also have Els v7, LCPDFR, vdh k9, towing service, police helper, and braveheart's policing script.

Uninstall TrafficFlow and try. I had TrafficFlow and my texture also disapered and I uninstall TrafficFlow and it helped ;)

You need to remove any and all car/weapon/peds, etc. anything that would add more work to the game. Then see if that helps. So basically, start with a vanilla/default game and see if the issue still exists. If it does than you have a good idea that your PC can't handle it. If everything works fine with the default game then slowly add mods and test it everytime until you reach the point where you get texture loss. Then you know the threshold of how much your PC can handle

Perfect! It works without any mods perfectly, I reinstalled all scripts and it still worked fine (without TrafficFlow), and then I reinstalled cars and peds and found my problem. I deleted vehicles I was no longer using and only have the police vehicles and peds modified. But there is still one problem, because I feel like TrafficFlow was also a major problem with the textures so I don't have it installed, but I get the taxi bug now without it...

I use that and my textures don't get messed up. If your textures do just uninstall it and you'll have to play with the taxi bug. I also recommend playong with not that many scripts and high poly cars. If you have cars that mess up your game, just find another vehicle you like and see if that works.
