Blue lights for non-els cars?

I've seen some images in the gallery which the cars have blue lightings yet the doors are OPENED. I know that is impossible in ELS, so I'm guessing its NON-els.

Does anyone know any cars which has the whelen edge/liberty/freedom light bars which is red + blue only (non els)?

You can manually spawn extras for still photos, and ELS v7 also has cruise lights. Both methods turn on some lights, but they don't flash, so the doors don't reset. If the lights look like LEDs, then that is what's going on (ELS cars, with the lights not flashing).

There one police lighting mod, that I can't remember the name of, that uses lights that look like the default GTA IV lights and doesn't cause the door glitch or car god mode. If I remember I'll post a link.

Do you have example screenshots? I actually doubt it was EVCS - if it was, it would be clearly non-ELS, while what you describe seems to be ELS lighting (but without ELS actually running, and with the extras manually spawned).

That does appear to be the default GTA IV lighting system by the way the lights shine on the ground, but the way they actually rotate on the light bar doesn't look the same. Although it has been a while since I've played GTA IV with non-els cars. There are definitely blue lights there since you can tell the distinct difference between the blue and white. How that was accomplished, I have no idea.

The coronas does spawn but far under the car so they can't be seen. On the rotors are some lightimmersive textures and the led lights are indicators.

they can all be turned off but i won't really get into that.
