I have designed websites for about three years now, I suggest you take a look at hostrocket,They have a $20 fee per year that will not go up or down. And the hosting costs $95.88 for a year.

Please take a look at a bunch of domain providers before you make a decision. Also make sure you look at the price after the promo is expired. I got lured with a price for $9.99 a year for one year than paid $75.00 a year after that,

Hope this helps!

Jake

-Edit-

I forgot to say, $20.00 sounds like a lot of money but you are paying for excellent customer support if you need it.

domainnames.com only supplies registration, not hosting, for the 75 cents. It mentions you can forward to an existing website; it doesn't mention if you can forward to an IP (though I doubt you want to actually run your own server anyway). Also, it seems like it's operated by web.com, which quick searches reveal has a bad reputation, especially because they do things like jack rates way up. For example, the renewal fee after a year of $0.75 registration is over $30.

Also, again, the $0.75 doesn't include hosting. If you do that, you have to find your own hosting elsewhere.

Note: It's not that web.com is going to steal your credit card number; they are sufficiently legitimate to not do that. However, it looks like they aren't generally that good a choice.

1&1.com or GoDaddy. I use GoDaddy.
