Not really. The only advice I would have is to turn down your detail and render distance, or any almost graphics setting for that matter. The high poly cars take up a lot of resources to calculate things like shading and so on, as well as hogging RAM because the vehicle file is huge. The other thing you could do is place the vehicle in a slot like polpatriot that doesn't spawn for ai patrols (it won't be driving around). Also if you have a mod like traffic flow, disable it, because it'll increase your performance if you have a lot of high poly cars.

You could cut it in half, or get a non-els car, ELS is the main culprit behind polys.

Thanks guys, I just wish I had a beast graphics card but all I have is Intel HD Graphics 4000 which sucks.

You can get a decent graphics card for pretty cheap (around $50) on amazon or newegg. You won't be able to run everything on the highest settings, but it's certainly better than what you have.

Ya but the reason why I have Intel Graphics is because I have a Laptop.

There is no way to make a car less poly's without having the unlocked version like everyone has said. Even if you did have the model, its not easy to eliminate poly's. Here are my suggestions, turn all the graphics down to the lowest settings and then play the game. Slowly increase the settings until gameplay starts to suffer. Then you know what settings run the game best for you. Or try using low-poly cars,  there are starting to be more and more of them so you shouldn't have a hard time finding one. I'm going to do a few this summer.
