Sometimes it just takes a little patience and constantly clicking it.

Rockstars servers are selective and it really takes some constant clicking sometimes. It's not just you. It happens for everyone.

Imitation is the sincerest form of flattery.

Remove Paul.dll from your game directory, this will bypass RGSC and you will still be able to play Multi-Player. (Please note that this does not work for everyone, If this does not work for you and you have a legit copy of GTAIV try the RAZOR Patch.)

I had this problem last week, after arguing with a R* rep on twitter for a good hour (they kept trying to say it was an error on my end) they admitted it was an issue with their IV issues.

They sent me an email containing this:

We have received some reports about Social Club being unavailable or valid logins resulting in an "invalid user name/password" error when trying to play GTA IV on PC, and we are looking into this now.  Except during maintenance periods or other instances of Social Club downtime, "Social Club Unavailable" messages in the GTA IV launcher are most often caused by firewalls, connectivity issues, security or VPN settings, or the use of mods/cracks.

If Social Club is available for you but the launcher says that you are using an invalid user name or password, please test on the Social Club website to verify that your information is correct.  If you can log in to the website but not the GTA IV launcher, please follow the steps below.

We recommend verifying that you have updated Games for Windows Live to the latest version.  For step-by-step directions, see: http://support.microsoft.com/kb/977845

Also make sure that you have downloaded the latest patch for GTA IV or EFLC:

GTA IV Patch

http://support.rockstargames.com/entries/484496-grand-theft-auto-iv-patch-7-title-update-v-1-0-7-0-english-1-0-6-1-russian-1-0-5-2-japanese

EFLS Patch

http://support.rockstargames.com/entries/479428-grand-theft-auto-episodes-from-liberty-city-title-update-1-1-2-0-patch-2

Finally, make sure that you are launching GTA IV using the Launch GTA IV.exe file and NOT the RGSC (Rockstar Games Social Club) standalone application and NOT any shortcut that may have been created prior to patching the game.

The patch mentioned above removes the need for RGSC, and if you continue to launch the game using RGSC (or if you do not have the patch and the GTA IV launcher opens RGSC for you) it is possible that your user name and password may not be recognized.  There is still a Social Club login screen after installing Patch 7 but it is part of the main GTA IV launcher rather than a separate application.
