my lcpdfr dosent start the mod it just makes vision blury

About the blurry vision, it's one of GTA IV's hotkeys. Change it in GTA IV's options screen.

if u are using 0.95, u need to walk to the nearest police station and there will be a red ring and u need to walk into that ring to get started

If you don't yet, try using the left Alt key instead of the right one.

Are you using left Alt + P? I used to use right Alt + P and it doesn't work all the time so try left Alt + P.

I had (or still have) a similar problem, I fixed this with changing P to Z in the ini file.

Seriously man i hate this kind of people. HEEEEEEEEEEEEEEEEEEEEEEEEEEEEEELP!!!!!!!!!!!!@@$#$@!111111. And they don't even give you a hint about what they're doing or what they have, and even worst no log.
