ELS 7 PROBLEM HELP ME ASAP

I havnt been on for a couple weeks but I have had the ELS 7 installed. I recently went on GTA IV today and none of my patrol cars work for ELS7. I click the primary and it doesn't work, I also click the horn and it turns the siren on. I have every unit switched to ON and reinstalled the mod but it still doesn't work. I am not a computer or mod type of guy but I need some help ASAP

Are you sure that the vehicles you're using are ELS compatible?  Also, read through the instruction manual for V7 if you have not already; things are -much- different from V6 and it provides much more customizability.
