  • Are you paying to use the modification?   No.   Therefore you aren't "entitled" to a release date. He's doing this for free and as such, you shouldn't pressure him

  • To answer an earlier question, yes it does now have support for added vehicles, as well as boats! Nicolai and myself have been involved with this for a little while now, I've not had the chance to t

How do you use it in multiplayer?

I've pressed my ELS light key but nothing happens. The default siren and lights key is the only was to get sirens and lights working but not ELS.

Does any one know how to get it to work on Multiplayer? if you do you are a CHAMP! :D thanks for your responses.

I don't know if Sgt. Kanyo's (and whoever else was involved there) problems were properly addressed, but read the guide in full and all of your problems will be answered. I'll even sum here for you with quotes from the guide in the spoilers:

Flash delay (slowing down flashing of lights): Open ELS.ini and change the value of "Flash_Delay_SP" (or MP for multiplayer) under [MISC SETTINGS]

FlashDelay_Mp
EFFECT
Modifies the speed of the ELS flashing lights (except WRNL WAG pattern) in multiplayer.
VALID ENTRIES
0-3
NOTES
0 represents no speed reduction; every subsequent entry represents additional 100% reduction.

"Bug" with Extra 8: Open the vehicle configuration file for the vehicle with this "bug" or just the default_config file (if you only use this, which I have a feeling you do) and change Type = leds under [ SECL ] to Type = drct

5.3 – NOTE ON SECL LEDS AND STRB TYPES
The LEDS and STRB secondary lighting types are intended for use as general or peripheral secondary lighting, and are also meant to be symmetrical on the vehicle model (on a left-right split)—hence the emphasis on the use of only two extras rather than three. Thus, though the DRCT, MARQ, and ROTA types make equal use of all three secondary extras (7, 8, and 9), the LEDS and STRB type flashing patterns instead make main use of extras 7 and 9. However, this does not mean that extra 8 is disabled for the LEDS and STRB types. It will still flash if it exists on the model, but its patterns will be random and unsynchronized with those of extras 7 and 9.

Using the default GTA IV siren in multiplayer: I never play MP, but according to the default keys file included with the last upload of ELS 7, you should be able to use your normal GTA IV siren with the key set in GTA IV.

(this spoiler is from ELS DEFAULT CONTROLS.pdf

Default GTAIV siren button - Toggle and operate siren (multiplayer).

Using the default GTA IV siren in Singleplayer: You have to use Express Mode. Again, from the default keys file, this is activated with CTRL BACKSPACE. The problem with backspace is that it is normally used with a trainer, causing it to not work in ELS. If this is the case, change the key to something that doesn't interfere in ELS.ini by changing the value in ToggleExpressMode to the corresponding key code. What Express Mode does is let you use the default GTA IV siren, automatically activating Light Stage 3 when you activate the GTA IV siren. IF the above explanation for MP doesn't work, then this is the solution for that as well.

4.9 – EXPRESS MODE
Express mode is practical for online play, whenever typing of any sort is required, or when desiring a more natural gaming experience. Express mode may be toggled at any time by pressing the ToggleExpressMode key in conjunction with the ComboKey. Express mode disables all ELS key controls and harmonizes them into a single key: GTAIV’s default horn/siren button. Thus in Express mode, no ELS key command will have any effect except for the Express mode key combo which, when pressed will exit Express mode, returning ELS to a normal state of operation. In Express mode, activating the vehicle’s default siren will automatically set the system in LSTG 3, thus enabling all 3 lighting tiers (WRNL, PRML, and SECL) by default. Turning off the vehicle’s default siren will set the system to LSTG 0, thus shutting off all active ELS emergency lighting.
If the ELS information display panel is active when Express mode is engaged, its transparency will be significantly increased. It will not be possible to toggle the display panel off until Express mode is exited.

Hope I was able to help with the problems a lot of people are having. I came about these solutions by actually reading the user guide. And also playing with ELS in game to figure it all out. It isn't that hard.
