We have decided to make skins for these cars instead of modeling them.

 Note: We are going to model these cars.

Where do you plan on getting a bearcat, command center, and golf cart from??? There aren't any in unloced form for you to "model"

The best idea is to use cars already made. Just find a pack you like and use it with your own skins, or just find cars you like and put them together. Modeling is difficult, and it is even more hard to find Unlocked vehicles, unless you want to model them from scratch...

The only way you could get those models would be to rip them...Which I believe is against rules here and would totally trash the reputation of yourself, your clan, and anyone else involved.

Why would i do that? 

I agree with beck. Scratch modeling is your only option to get those vehicles. And it is not easy (I scratch model and hate doing it sometimes)

Yeah, i know. We will look everywhere, if not we will make skins which are easy :)

You know that highway patrol is actually the *main* way police motors are used, right? In city police forces, motor officers generally do traffic. In the NYPD, the motorcycles are actually under the highway patrol unit. It's really handy for a highway patrolman to get through traffic.
