The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

There are two errors in the log for PolicingRedefined and ImpoundCallouts, so you could try without them and see

But errors from mods in the mods folder generally won't have any information in the RPH log

So PolicingRedefined is reporting missing files. I see you have the latest RageNativeUI, do you have Damage Tracker Framework installed? As it is one of the dependencies for PolicingRedefined, and I can't see any information about it in your log.

So I actually deleted all the files for policing redefined but somehow the game is still reading it. Not sure what is going on. Here is a screen shot of my main directory and plugins folder.

and to answer your question no I do not have damage tracker framework.

The mod 'UnitControl' depends on Policing Redefined which is incompatible with Compulite+StopThePed+UltimateBackup so try without that plugin and see

You seem to be missing files for GrammarPolice now

RPH is also reporting an error for a vehicle, if you have vehicle mods rename your mods folder to _mods and see if it still crashes
