You can use it without a mic if you use the handheld radio, yes.

I believe there is a new mod out that replaces the mic and just use keyboard or stream deck

Hey Thanks for linking my mod, Unfortunately My mod only adds More Commands and usable voicelines to grammar police and doesn't Actually give you the ability to use grammar police without a microphone, now ofcourse you still can via the radio [using C if unchanged]. Oh and the picture i used is a transparent Check-Engine light.

You can assign keybinds to certain statuses like clear- which puts you back as available and ends most callouts, busy, traffic stop, etc. I use keybinds when I'm not using a mic.
