Yes, it is possible to change the uniforms of AI-controlled police officers.
Uniform customization for AI is achieved primarily through the use of EUP.

Giving the cop ped an EUP-like uniform isn't possible as default ped clothing cannot be changed. What you can do is install EUP alongside EUPFR or EUPFR:UE to change the station and ambiently spawning cops into MP models with EUP clothing. Alternatively, you can install PEDS by AlexAshfold, which is essentially an overhaul of the cop peds without providing them with MP models.

I don't know how to let smy Cop 1 use eup uniform.but EUPFR basic configuration or EUPFR Ultimate or EUP backup configuration can change the normal Cop into eup uniformed Cop.
