lspdfirstresponce.dll not working how do I fix?

Send your RPH Crash Log. It is a txt file in the Main Directory either called RagePluginHook or RagePluginHook.log. It is NOT in the Logs folder.

it doesen't give me a log

Then what exactly is the issue? Im not sure I understand your first post.

when I get in the game and type "load plugin lspdfirstresponce.dll"

You have to type it as LoadPlugin LSPD First Response.dll

I know but when I load it fails

Start RPH and hold shift (or click on the gear icon ⚙️). Set the displayed number from 10000 to 60000.

Also, you should have a log generated, as UnknownBastion pointed out. It's in your main GTA directory and called RagePluginHook.log (a text file).
If you find that, please provide it, but I'm positive that changing what I suggested above fixes your issue :).

that works but now when I press go on duty it crashes lspdfirstresponce.dll

it did untill it didn't my problem is it doesent even load the game it just  is loading screen then crashes

For starters, that is the wrong log. You would want to send the RPH Crash Log. It is a txt file in the Main Directory either called RagePluginHook or RagePluginHook.log. 

As per your issue, with it crashing on startup, rename mods to _mods and try again.

For future reference for others, ensure you have installed the gameconfig into mods/update/update.rpf/common/data.

You may also need the Heap Adjuster and Packfile Adjuster.
