Recently I have been getting this issue about 30 minutes after my game starts. The game doesn't crash or anything, just all the lights on the police vehicles stop working and I cant use my sirens. Not sure what to do. I have NVE downloaded and it mentioned something about scripthookv but I'm not to sure. I have the most up to date Advanced Hook from the ELS download, but that still didn't do anything. Any help would be greatly appreciated. I'll have a picture of the error below.

I was having the same problem. All I did was redownload the main ELS files and install it. That worked for me.
