Hello, well my problem is how do i stop traffic instead of doing left ctrl + c (which puts a police barrier down). Like say someone was pulling up to where someone was killed, or there's a shoot-out. I want them to stop going thru. Please help.

The AI of GTA IV is too stupid for these kind of things, so the either put a barrier down or completely block the road from left to right with cars.

Or install Braveheart's policing script and then face a car and press ALT G, that will tell that vehicle to stop.

Pull up to the scene and before you get out of the car hit CTRL+Z and you'll spawn a barrier behind your vehicle.  It will stop AI from running into you and your suspect/victim.
