I've try to find any ways to convert .zip (or just folder) into .pdf and .pdf in .rpf.

Does anybody actually know some ways how to?
(I want to convert the car files into DLC).

You can’t convert a ZIP to a PDF because a ZIP is a compressed folder of files, while a PDF is a single document format.

What are basically ways to collect certain cars in DLC?

I guess you’re asking on how to turn replace cars into addon? 
I think there should be plenty of resources available on the internet. Explaining this would take a very long time to write down.

I mean, take the addon cars into DLC.
 

Addon Cars already are dlcpacks. 
 

Are you trying to turn addon cars into replace? -> Try renaming them to fit a pre-existing slot (e.g. police3) and see if they work without having to dig through meta files.
