The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Addon Cars already are dlcpacks. 
 

Are you trying to turn addon cars into replace? -> Try renaming them to fit a pre-existing slot (e.g. police3) and see if they work without having to dig through meta files.
