No, and there are no methods for that, because LSPDFR is build on top of a game that has criminals as main-characters. You are supposed to run the red lights, because you are an outlaw...
If you examine the situation deeper, you will even find that red lights are significantly over-represented in traffic.
Actually there are shorter green periods in any direction, because a lot of the time there are red lights in all directions!
That makes perfectly sense in a game where you are a gangster, because it increase the crime-gameplay, and also then aspect of dangerous driving, witch is a HUGE part of GTA

ToxicScripts has previously created the Opticom script for FiveM, but no one has done it for single-player... yet.
