The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

GTA Keybindings Menu claims conflicts that don't exist.

I attempted to change a couple of keybindings that are in conflict with those of my trainer, but found that I couldn't save my keybindings as the game is claiming that they conflict when they don't. I even went through each menu and ensured there were no conflicts, and one of the menus showed a red triangle denoting a conflict anywhere at anytime during this process, so I'm not sure why this happened. The game also says a keybinding could be unbound, but I can't seem to find any that aren't set to a key. Any ideas?

I think best option is to change keybindings in your trainer, not in GTA. Changing bindings in game really pain in the ass.

So I suggest you to press "Restore All Default", and change trainer bindings.

@Dozel I have tried resetting the keybindings to their defaults, however the issue persists. I also tried re-copying over my update.rpf file to my mods folder, as well as deleting and allowing my settings.xml and associated files to recreate, as the internet suggested. None of that worked, so I have resorted to changing my trainer's keybindings instead. Thanks.
