I used the LAPD charger and Taurus and they were both white when they were supposed to be black white.

Take a look into .yft files is car displays normal? Also check liveries in .ytd file, car may have more than one livery

Посмотрите файлы .yft, нормально ли отображается автомобильный дисплей? Также проверьте раскраски в файле .ytd , у автомобиля может быть несколько раскрасок.

When I downloaded the model, it was black and white in the screenshots and I used it before, everything was fine

Livery of that car are in alpha channel, so there is no color on livery it's transparent, you can try to make own livery (find tamplate on internet) or install another one for Dodge Charger 2014, you can find it somewhere on forum. Maybe changing car color via trainer would help, but I'm not sure about that one.
