Hello, i like to ask, since those does not work.

Could you put them on uniforms, i mean on the texture dds/png image?

Below is link to a post that explains what is missing and even tho this bug is so old, it is still Very Active.

Maybe I am misunderstanding you. Your decals aren’t showing up in game correct? 
If so, please launch GTA without RPH fully into story mode first and then alt tab out of the game to start Rage.

Maybe if i change text to BOLD and Underline of the text you can see it...

Looks like Charlie686 couldnt read either...

I'm not surprised that Lennyy misunderstood seeing as the way you worded your question was weird and the fact that what you linked was relating to EUP decals not loading unless you start the game first and then RPH.

Anyways, if what you are asking is to embed the decals on the shirt, maybe? But you wouldn't be able to have different decals as you would only be able to have one embedded onto the shirt. The whole point of the chevrons (ranks) being decals is that they can then be changed in EUP Menu.

Hence I said that I may have misunderstood you. Maybe if I put misunderstood in bold letters you can see it...

Anyway, as Bastion said, technically you can put decals on pieces of the shirt/uniform. The issue you'll face after doing so is that the shirt models are 3D in game which means your 2D texture of the rank stripes will adapt to the uniform's shape.
Also, they'll look weird as they are practically stitched into the cloth as they're part of it.
Just experiment with it and see how it turns out.

@UnknownBastion and @Lennyy maybe if you did read it better next time people didnt have to reply like that, also the link just shows that i know of the bug that i also write in my post. Let me make it more simple for you in the future, dont reply to any of my post then, that way you will have less to read.

 

 

@UnknownBastionthats what i thought, but then those Ranks would be seen no matter what. I will figure this out on my own. Thanks tho for posting.

Well one rank would be shown. If you put more than one onto the outfit they would all just overlap each other.
