Why are creators allowed to disable reviews and comments for some or all users?

It's a compromise between giving authors more control on their files and users still the ability to give feedback.
Files which have comments / reviews disabled don't trend and don't get recommended by our recommendation engine.

 

Provided you aren't blocked by the author, files with comments/reviews disabled can still be reviewed, although the review is not public.

then it surely shouldn't say that I can leave a review just for the author when I'm not

Nothing has changed on this front since you let me know this almost a year ago.
The message is a generic message that shows for everyone. I could add logic here to check for being blocked, but it's nowhere near a priority.
