The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

I doubt you will be able to update win8 sufficiently in respect to runtime-libraries and c++ redistributeables, but i honestly does not know
You do however have an error that is caused by not having an uudated RNuI

    LSPDFR is trying to load assets, but its failing. Rename your mods folder to _mods and see if LSPDFR loads.

    System.AccessViolationException this early at startup (before callouts have loaded) is usually not a RNUI Issue.

    I just updated my Rage Native UI , put the plugin timeout threshold to 60000 and took my mods and scripts folder out the GTAV Main Directory. 🙂
