😢help!!RagePluginHook.exe stunk on white page and no response

As the following picture shows, when I click the ragepluginhook.exe, it shows a white page like this, and about 4 seconds later, it close itself. I just reinstall my window10 system yesterday, and right now I can't regularly open the ragepluginhook..I just don't know what to do right now..could you please help me if anyone knows how to solve this problem? please, I just get no clue on it..there is only one "Disclaimer" task bar shows for 4 seconds and it close itself
