I"ve followed the different techniques such as deleting update.rpf, not using mods folder, verifying game integrity and deleting and reinstalling social club.  Any ideas to fix this?   I installed the updated stow my weapon, and Tags callouts have since deleted all files of both trying to fix this.  

I'll burn the game down and start over if I have too, just hoping for an alternative solution first. 

If not, is there away to move all my cars and plugins to backup copy?

yes, by copying the mods folder
