When i go in game, load up the EUP menu. It says i dont have law and order installed even tho i have like a million times. Someone please help me with this cuz i have been overwhelmed with this for days and this error is just so annoying everytime i go in game excited, cuz i did something that people suggested to Me, its a mood killer to know it didnt work and i think about giving up. Hey, did you install the Package into your mods folder you hopefully created?

Re download Law and Order again along with Serve and Rescue. Hoping that you have a mods folder in your main GTA V directory and OpenIV installed too. After both files are done downloading, start up openiv, press Edit at the top. Then select Tools then select Package Installer, find the Law and Order open iv package, select it. A pop up will show asking if you want to install it into the mods foler, select the mods folder. After that is done, law and order will be installed, do the same thing for serve and rescue. Now 2 folders will be shown in mods/update/x64/dlcpacks/ eup and sup folders both with dlc.rpf in them. You'll also want to download EUP Vest EarPiece on this site, the folders you will need to put into mods/update/x64/dlcpacks/eup/dlc.rpf/x64/eup_componentpeds.rpf are these; mp_m_freemode_01_mp_m_christmas2017, mp_m_freemode_01_mp_m_christmas2018, mp_m_freemode_01_mp_m_january2016, mp_m_freemode_01_mp_m_heist3, mp_m_freemode_01_mp_m_heist and the last one is mp_m_freemode_01_mp_m_vinewood. You'll need to extract these folders from their original locations under mods/update/x64/dlcpacks/mpjanuary2016, mpheist, mpheist3, mpvinewood, mpchristmas2017 and mpchristmas2018. To do this, you'll need to go into mpjanuary2016/dlc.rpf/x64/models/cdimages and either click or double click on mpjanuary2016_male.rpf. There will be a folder called mp_m_freemode_01_mp_m_january2016, right click it and choose extract to extract the files to whatever your downloads folder is. Do the same with mpchristmas2017, mpchristmas2018, mpheist, mpheist3 and mpvinewood. If you follow these steps one by one, then hopefully it will have worked.
