I tried installing replace cars but when I load in the game the normal vanilla cars spawn. I already tried almost every patchday but still no result. Any suggestions?

Do you have asi loader enabled in Openiv. This allows the game to read your mods folder. Also to be safe make sure your cars are in the most recent patchday DLC folder.

I have enabled asi loader, openiv.asi and opencamera. My replace mods are installed in patchday28.

Try installing them in the latest Patchday (patch2023_01)
If you do not have it in your mods folder, use OpenIV to copy it into /mods or do it manually. (From GTAV/Update/x64/dlcpacks)

Then, make sure patch2023_01 is in dlclist.xml (mods/update/update.rpf/common/data).

If not, add the line.

Have you tried downloading any addon cars and seeing if they work?

Addon cars aren't working either, I saw before that reinstalling the mods folder the only solution is.

The game did just update a week ago or so. So sometimes you have to make a new mods folder after that unfortunately.

Sounds like your mods folder isn't getting initialized. 
That can be and has been a common issue for some user.

If there's anything you'd like to backup in your current mods folder, do so. Then start a new one.

I will try reinstalling the mods folder and will let you know something. Already thanks for reaching out, and helping me out.

I deleted my mods folder and reinstalled, turns out it is still not working. I did put it in GTAV\mods\update\x64\dlcpacks\mp2023_01\dlc.rpf\x64\levels\gta5\vehicles\mp2023_01.rpf\, is this the right path?

Latest is:
mods\update\x64\dlcpacks\patch2023_01\dlc.rpf\x64\levels\gta5\vehicles.rpf\

Still doesn't work, another thing that got my attention is that my eup is not working. I reinstalled it multiple times now while following different youtube tutorials. So I think in general there is something weird going on with my mod folder, even after a fresh mod install.
