Pacific Creations's post in RPH Not dragging into Root Directory. was marked as the answer1. Right click on the Grand Theft Auto V file and go to properties
2. Click on security tab and click edit
3. Click Users (or whatever your name is on your system) and make sure allow is checked for all boxes.
4. You may want to do this for all system user profiles (I'm not sure if it will work if you don't)
