The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

I've tried using "Traffic Plus+ Lore Friendly" but all that seems to do is trigger the "ERR_FIL_PACK_3" warning.
What mods have you used that haven't caused any major problem? It may have just been my own mistake, but I was using the automatic OIV install package provided with that file.

I personally use a simple game config file as I use addon vehicles. If you don't utilize addon vehicles, then it is not much of a change, though it doesn't really affect your flow of finding a vehicle anyways unless you were to add a lot. I personally like more traffic, like 4x, though depending on other mods and the such, you may have conflicts or some... interesting vehicle behaviors. 

 

Download the other requirements as stated in the description (heap and packetfile) and start off with a low amount and gradually go higher as you please.

I'm talking about having the newer "online" cars added into the traffic flow, not added density of traffic.

There are various scripts that would do this, mainly for police addon-vehicles automatically without the need of editing files. You will need to find the vehicle file name you would like to add. (Banshee -> "banshee"). 

 

Using open IV, follow:

  1. Find propgroups.ymt in: mods -> update-> update.rpf -> x64-> levels -> gta5
  2. Edit propgroups.ymt and search for VEH_RICH
  3. Here, add a new line. I have added an example in the spoiler below of what you should copy+paste should you need it. 
  4. Ensure to save the file.

Replace banshee with the file of the vehicle name. If you are adding this to the top of the grouping, ensure it is under <model>. If the bottom, </model>.
